Register each Qashier POS with the Bureau of Internal Revenue (BIR) to get a Permit to Use (PTU), so the POS can issue BIR-registered invoices. Qashier and its accreditation partner handle the POS-supplier side; you submit the documents to your Revenue District Office (RDO).
Applies to: Philippines only · every Qashier POS that will issue invoices.
Until registration is complete and BIR mode is switched on, receipts from your POS say "THIS IS NOT AN OFFICIAL RECEIPT".
Before you start
The address on your BIR Form 2303 must be the address where the POS is used. If it is different, update your BIR 2303 first.
Have your SEC Certificate (corporations and partnerships) or DTI Certificate (single proprietors) ready.
Have the valid ID and TIN of your authorised signatory ready.
Note the serial number of each POS. On Qashier POS, tap the menu icon (☰) on the main page, then Support. The Serial Number is shown in the window.
Fee: the BIR accreditation fee is PHP 5,000 per device plus 12% VAT (PHP 5,600 per device). You pay it again if the application has to be refiled or is rejected.
Step 1: Fill out the BIR registration form
Open the BIR POS registration form. If the form asks you to sign in and you can't open it, email [email protected].
Fill in the details below and attach the documents.
If applicable, pay the BIR accreditation fee.
Details and documents to prepare:
SEC Certificate (corporations and partnerships) or DTI Certificate (single proprietors)
BIR Registration Form 2303
VAT or Non-VAT
Whether you already have a BIR eAccReg account (Yes or No)
Name of the authorised signatory (first, middle and last name)
TIN of the authorised signatory
Valid ID of the authorised signatory
Contact person, email and contact number
Serial number(s) of the POS
Delivery details for the Permit to Use stickers: complete address, postal code, contact person, email and mobile number
Multiple branches: send the same requirements for each branch. Corporations can use the same SEC Certificate for every branch.
Tip: A refiling fee applies when a mistake has to be corrected. Before you submit, check that names, numbers and other details match your supporting documents, that every field is filled in, and that every document is attached.
Step 2: Receive and prepare your documents (about 1 to 3 days)
Qashier emails you these documents. Print them as follows:
Sworn Declaration: print 4 copies, sign and notarise.
Sworn Statement: print 4 copies, sign and notarise.
BIR Permit Registration: print 2 copies.
Email confirmation from BIR: print 1 copy.
Step 3: Submit the documents at your RDO (within 3 days)
Go to your local BIR RDO within 3 days of receiving the documents. The 3 days include weekends. You can send an authorised representative.
Submit the documents from Step 2 together with your BIR Certificate 2303.
Keep 1 copy of the Sworn Declaration and Sworn Statement stamped "RECEIVED" by BIR.
Step 4: Approval (about 7 to 14 days)
Qashier emails you when BIR has approved the accreditation.
Tell Qashier your preferred start date for BIR compliance.
Step 5: Receive your Permit to Use stickers (about 3 to 10 days)
Qashier sends the BIR Permit to Use stickers by courier. Attach the sticker to the POS it was issued for.
Timelines are estimates and depend on BIR and RDO processing.
What changes after activation
Receipts become BIR-registered SALES INVOICE (or SERVICE INVOICE) receipts. The header shows your VAT or Non-VAT Reg. TIN, Serial No., Accreditation No., MIN and PTU number.
The POS Reports screen gets X-Reading and Z-Reading tabs and an Audit menu for the E-Journal and BIR books.

Frequently asked questions
How long does BIR accreditation take?
Approval usually takes 7 to 14 days after you submit your documents at the RDO. Allow extra time for Steps 1 to 3 and 3 to 10 days for the stickers to arrive.
How much does BIR accreditation cost?
PHP 5,000 per device plus 12% VAT (PHP 5,600 per device). If the accreditation has to be refiled, or the application is rejected, you pay the fee again.
What is the fee for?
It covers printing, laminating and delivering the PTU stickers, and processing the registration on the POS-supplier side, which is a mandatory step in BIR POS registration. BIR itself does not charge a fee to register a POS. The fee is charged by Qashier's third-party partner, who carries out the POS-supplier side of the process.
What happens after I submit the requirements?
Qashier emails you the documents listed in Step 2. Print, sign and notarise them as described, then bring them to your RDO.
Do I need to go to the RDO?
Yes. Taxpayers with a POS use BIR's eAccReg system. To use eAccReg, you submit the required documents in person at your RDO to activate it and tell the RDO that you have a POS to register. Bring the documents listed in Step 2. You can send an authorised representative.
How do I know when BIR has approved my POS?
Qashier emails you once it is approved. This usually takes 7 to 14 days after your RDO visit.
What happens after approval?
Tell Qashier your preferred start date for BIR compliance.
Before BIR mode starts, the existing transactions on the POS are cleared. Your menu and all other data are kept. Export any sales reports you want to keep before your start date, and ask Qashier support if you're unsure.
Your receipts become BIR-registered Sales Invoices (see "What changes after activation").
Attach the PTU sticker that arrives by courier to your POS.
Sign up to the BIR eSales portal, where you report your monthly sales from the POS.
I have a POS from another supplier. Do I need to cancel that BIR permit first?
In most cases, no. You don't need to cancel the permit from your previous supplier. Check with your RDO if you're unsure.
